That is not quite so. Gnulib's argp, while being backward
compatible with its glibc ancestor, does differ from it in some
regards.
This duplicates work, and makes things incompatible (gnulib's argp
might get features that glibc argp does not have). Is there anyone
who could see that gnulib's argp is merged with glibc?
