Subject: [PATCH] maint.mk: allow the default upload destination dir to be 
overridden

* top/maint.mk (upload_dest_dir_): Define with a default that
preserves the status quo.
(emit_upload_commands): Use it, rather than hard-coding $(PACKAGE).
