If anything, then merging would be the way to go.  Rebasing an old
history would be the wrong thing to do.  But you'd also have to first
extract only that part of the gettext tree, and only relevant commits,
etc. so that ...

... this sounds a lot saner to me.  I'd simply refer to the upstream
gettext repository and commit ID where you took them from.

And yes, I think having these tests in gnulib is TRT.
