Well, it hasn't created a program gltests/test-file-has-acl. It will now, with

Hmm? "make" should have created a program gltests/test-file-has-acl. You can try
to run this program with a file argument
  $ gltests/test-file-has-acl /usr/include/stdio.h
and it should report "yes" or "no": "yes" for files on which you have set an
ACL using 'setacl -m user:10:1' or so, "no" otherwise.
