This error message gives the impression that 'pkg-config' was a requirement
for using gnulib. But that is not the case. The requirements of gnulib,
listed in gnulib/DEPENDENCIES, fortunately don't include pkg-config.

That message is from the libvirt sources, and not present in gnulib.

Could the error message be modified?

Probably, but such a modification would be to libvirt, not gnulib.
