This is because you are not in the group of "members" of gnulib at
https://savannah.gnu.org/projects/gnulib . If you want to have write access
to the gnulib repository, you need
  1. to request membership, through the savannah web interface,
  2. to wait until it has been granted,
  3. to make a new git checkout of gnulib with the non-anonymous method
     (see <https://savannah.gnu.org/git/?group=gnulib>).
