Thanks, but we have no need to detect the difference between UTF-8 and OPTU-8.
For practical purposes: As long as all characters of Unicode that are currently
assigned or may be assigned in the future are converted like the RFC specifies
it, there's no problem. A system can deal with PUA characters as it wants
(assuming it doesn't introduce security bugs by doing so).
