As long as the tip of master in tar.git contains a working bootstrap process, 
I'll factor anything not handled by my replacement bootstrap into tar's 
bootstrap.conf.  Actually, most of the reason for rewriting is to offer the 
flexibility to be able to do exactly this without needing to fork and/or patch 
gnulib bootstrap proper.

I'm still very short on hacking time though, so it'll be a week or more until I 
get to look at this.
