Thanks for looking into this. So the best choice is to accept the fact that
SA_RESETHAND and SA_RESTART are missing. I'm applying this:

        sigaction tests: Allow missing SA_RESETHAND and SA_RESTART.
        * tests/test-sigaction.c (SA_RESETHAND): Fall back to 0.
        (SA_RESTART): Likewise.
