copyright year ranges and README.gnulib

This brings up a related topic that belatedly crossed my mind recently.
rms stated an extra requirement of making a statement in the README
about copyright ranges when they are used.  Thus, ever since gnulib
started using ranges, every gnulib-using package has this new
requirement -- unbeknownst to them.

Instead of educating the whole world about this painful point, would it
be feasible to have gnulib-tool create a README.gnulib file in the
"gnulib" directory (wherever the lib and m4 directories it messes with
are)?  I think that (plus a bit of doc) would satisfy both the spirit
and the letter of the requirement.
