Apart from porting various key FSF projects to use it and hence make
sure it has all the functionality required... I finished it long ago,
handed out copies to several people, and posted it to a few lists for
feedback.

I took the underwhelming response as lack of interest, and went back
to other projects. I'm attaching the latest copy again here (along with
the conf file for the then HEAD of coreutils to show how it works), just
in case there is a tide change in interest...

AFAICT, very little (if anything) remains to be done short of actually
commiting it to the repository. I did stall on the horrid slurp function
shared among a few projects with slight divergences, but that is an
issue for bootstrap.conf files (if they haven't been sanitized already).
