That doesn't appear to have been the problem -- or else it was updated
last month when I updated to openSuSE 11.4:

> $ gettext --version | head -1
> gettext (GNU gettext-runtime) 0.18.1

> 1. call autopoint
> 2. call gnulib-tool --import
> 3. call "AUTOPOINT=true autoreconf ..."

Thank you some more:  that sequence didn't jump out from the web page.
I'll try to bump out a 4.12 in the coming days.
