from the way VC_LIST_ALWAYS_EXCLUDE_REGEX is used, this appears to be TRT:

VC_LIST_ALWAYS_EXCLUDE_REGEX = ChangeLog|configure|config.in.h|aclocal.m4

however, it has no effect.
