Hmm, I'll have to look into this one.

Known failure.  Cygwin does not support passing fds, and we have not
implemented any workaround for that in gnulib.  Perhaps the best thing
at this point is to skip that portion of the test when built for cygwin.

probably worth reporting to the cygwin list.
