It's an old approach, by Paul, for allowing applications to see which
gnulib modules they need. In all other places, we now use the GNULIB_POSIXCHECK
idiom, by Eric. But we haven't yet rewritten m4/time_h.m4 and lib/time.in.h
to follow these newer idioms.
