"make -q" has been part of Make ever since The Beginning
(7th Edition Unix, anyway :-) and is standardized by POSIX.
I've used it in some of my metabuild procedures in the past,
and I'm not surprised to see others using it.  It'd be nice
to keep it working one way or another.

What's the downside to the patch to build-aux/po/Makefile.in.in?
If it's stylistic, perhaps the style could be changed without
breaking "make -q".
