Yes, the answer is positive: Python *is* the required language for this
project. A good opportunity to learn it in more depth if you have only
used it casually up to now.

For submitting a proper application within the deadlines given by Google,
you will want to read the procedure explanations from Google [1] and from
GNU [2].

Also, obviously, you will look into what gnulib-tool is and how it is used
[3], and have a peek at the source code of the existing shell script
implementation [4].

And then we await your application submission!
