Gnulib translation

Currently GRUB uses the "old" way of gnulib translation (importing into
our domain) but we'll change for the next release. With that there are
however 2 issues:
1) It seems that gnulib TP uploads are relatively rare and even now
there are few strings which are in git but not on TP. For the release of
GRUB it would have meant that some strings have no chance to be
translated. Is it possible to request gnulib pot upload in the same time
as we do our GRUB pot upload?
2) Some of gnulib translations use non-UTF-8 but GRUB has a minimal
gettext support which in particular has only UTF-8 support. Could gnulib
scripts be modified to run msgconv or should I do it in my own scripts?
Or simply ignore these translations given that they are often pretty
outdated anyway?
