Actually not so true. In case of Debian user choses himself which
locales are available and in my case it is:
address@hidden:22:09:10:~/repos/gnulib$ locale -a
C
C.UTF-8
de_CH.utf8
en_US.utf8
et_EE.utf8
POSIX
ru_RU.utf8

de_CH as my usual locale, en_US for messages. et_EE because of a
specific bug report involving this locale and ru_RU for tests like this.
Could we perhaps try the locale `locale -a |grep utf8|head -n` as fallback?
