As of [1], gnulib can't be built for Cygwin.
Apparently, the AC_CHECK_FUNCS_ONCE([__fpending]) test doesn't catch the
fact that __fpending is defined and is inline (probably because it
doesn't include the header where it's defined).
At the moment i'm just hacking fpending.c to not to define this function
on Cygwin as a temporary workaround.
