gl_EARLY and gl_INIT are not recognized (Windows, Msys+MinGW)

Hello

This is a help but not a bug report.
I am new to the gnulib and had been struggled to write configure.ac on  Windows 
( Msys+MinGW).
I could not make gl_EARLY and gl_INIT recognized.

./configure: line 3674: gl_EARLY: command not found
./configure: line 4365: gl_INIT: command not found

configure script was generated from the attached configure.ac using msys 
autotools.

$ autoconf --version
autoconf (GNU Autoconf) 2.69

$ aclocal --version
aclocal (GNU automake) 1.11.1

$ automake --version
automake (GNU automake) 1.11.1

$ m4 --version
m4 (GNU M4) 1.4.16

Any suggestions?
