[PATCH] gitlog-to-changelog: port to MS-Windows

* build-aux/gitlog-to-changelog (git_dir_option):
Use strftime with "%Y-%m-%d", not "%F", to avoid a bug in
MS-Windows Perl.  Reported by Eli Zaretskii in:
