Not sure why git:// isn't working (I reproduced the connection failure),
but https:// is still up:
git clone https://git.savannah.gnu.org/git/gnulib.git
and what's more, these days https:// is more secure than git:// at
preventing man-in-the-middle attacks (so projects that are pointing
their submodules to git:// should reconsider updating those submodules
to instead point to https://).
