Indeed, 'git submodule update --init' fixes the situation, that
'git submodule init' could not fix:

$ git -C submodules/autoconf status
Auf Branch master
Ihr Branch ist auf dem selben Stand wie 'origin/master'.
nichts zu committen, Arbeitsverzeichnis unverändert
$ git submodule init
$ git -C submodules/autoconf status
Auf Branch master
Ihr Branch ist auf dem selben Stand wie 'origin/master'.

$ git submodule update --init
Klone nach 'submodules/autoconf' ...
