* NEWS: Mention this.
* lib/diffseq.h (NOTE_ORDERED): New macro.
(IF_LINT2): Remove; no longer needed.
(compareseq): If (!NOTE_ORDERED), recurse on the smaller
subproblem and iterate to do the larger.
