pipe-filter-gi: Improve GCC 11 allocation-deallocation checking.
* lib/pipe-filter.h (pipe_filter_gi_close): Move declaration up.
(pipe_filter_gi_create): Declare that deallocation must happen through
'pipe_filter_gi_close'.
