AFAIU, regex syntax tables assume a 7-bit or 8-bit text encoding. But
nearly everyone nowadays uses a multibyte text encoding. So, I think you
will need to look for a new concept that replaces the regex syntax tables.

GNU a2ps is only 8-bit, so that's not a problem here. (I'm not trying to update a2ps to modern standards, as I believe there are good modern tools already to accomplish what it does; rather, I'm just trying to make a new release with 15 years' fixes for existing users.)
