GSXML test failures

I ran the regression test on gnustep-base and saw that there are a bunch 
of failures and some odd log message in the GSXML tests.

Also Yen-Ju Chen had some good encoding fixes for NSString.m and 
GSString.m in his last post. It would be nice to have test cases for 
those also.
