Hello all:
I updated from CVS today and am having trouble compiling GNUstep
GUI.

Not related, but I set up a new machine from scratch and tried to
install CVS from Friday night. Compile-all b0rked in GUI, allegedly
missing libtiff (installed in /usr/local/...)

The problem, however, seems to be in gnustep-make's configure.ac,
line 65:

 $CPPFLAGS="$CPPFLAGS $INCLUDE_FLAGS"

which obviously should be

 CPPFLAGS="$CPPFLAGS $INCLUDE_FLAGS"

Fixed.
