I see. The reason I report it is since I'm rewritting CodeEditor
using document-base system, I hope to open some files without file
extension,
such as GNUmakefile.
Besides subclass several classes (NSOpenPanel, NSDocuementcontroller, etc),
is there any easy way to do that ?

Note, I don't think that GNUstep should allow empty extensions to be
defined as types. That seems wrong on a number of levels, and I would
consider that to be a bug.
