[RFC]: Adding Documentation to gnustep-base make

OK, I'm getting schizophrenic now...

I'm thinking of adding Documentation to the defualt make for 
gnustep-base again.  If base is not already installed, it will fail 
gracefully, but it will print a warning like:

No libxml - processing of autogsdoc files skipped

Will that be too confusing to people?
