This /does/ happen with back-art (I recompiled to check).
However: this only happens with a gnome-panel at the top of the screen, which
moves windows to not appear under nor over it. Menus that appear in other
locations on the screen are not affected. Menus that have been affected show
the problem even after moved to elsewhere on the screen.

from the PLD distribution, fairly normal compile of all parts, though I'm not
sure back-art is active.
In all apps, the menus highlight and select entries one lower than the position
of the mouse cursor -- making selecting entries difficult, and very difficult
for the top entry.
