Summary:  debug/non-debug frameworks and bundles

Original Submission:  Debug and non-Debug frameworks and bundles cannot 
cooexist. This can lead to a problem where a non-debug version of a framework 
(linked to gnustep-base) is linked to a debug app (linked to gnustep-base_d)
