Bug in dlltool.exe under MinGW?

Greetings,

   I am trying to build Gorm-0.8.0 with MinGW on Windows 2000 using the
current released GNUstep packages, make 1.10.1, base 1.10, gui 1.9.4, and
back 0.9.4.  I've successfully built the 4 GNUstep packages, but am having
trouble getting Gorm to link.  The problem occurs while linking the
Gorm/Palettes/0Menus subproject, where it can't resolve references to the
IBInspector and IBPalette classes.  These appear to live in the Gorm.dll,
which seemed to link OK, but in looking at the generated libGorm.def, I see
that an empty EXPORTS list was generated.

  It seems quite possible this is caused by a bug in dlltool.exe on Mingw.
Can someone tell me if this is a known problem and if there are any
workarounds that will allow me to build and use Gorm?
