[bugs #11833] gnutar used in config.make regardless of whether it exists

Follow-up Comment #1:

TAR is set from configure (see config.make.in). First configure looks for
gnutar, then gtar and uses tar if none are found (you can also override with
--with-tar=...).  If you're having a problem with this please send me your
config.log file.
