[RFC]: NSPathUtilities patches

This is a continuation of my attempt to apply Sheldon's NSPathUtilities 
patches to gnustep-base. This patch makes all the necessary changes to 
NSPathUtilities.m to read standard paths from a configuration file, yet 
it still retains backwards compatibility with all the previous methods 
of setting standard paths. Some previous comments on these patches can
