Suppose that the Inspector is shown but covered under other windows.
The user has forgotten that the Inspector is shown. Then the user uses
the shortcuts Command-1,2,3,4 or the corresponding menu items
(Tools/Inspector/...) in order to show the Inspector but nothing
happens. The user receivs no feedback why the Inspector doesn't show.
I think that the commands to show the Inspector have to raise it over
the other windows if it is covered. Another possibility is to make the
Inspector a floating window, i.e. a window that can not be covered by
other windows.
