Mhhh, not sure, which area of GWorkspace you are talking about. In
general GNUstep should treat any usage of the mouse wheel, when used
inside of an NSScrollView, as either a horizontal or vertical move,
depending on the state of the shift button.
If this does not work for you, you should submit a more detailed bug
report, explaining how to repoduce the wrong behaviour in GNUstep.
