[bug #9608] can't drag to an empty NSTableView

Follow-up Comment #1, bug #9608 (project gnustep):

here is a patch for this,
it makes the table view as large as its containing clip view, and handles the
case where the user clicks outside the available rows..

though i'm skeptical about applying it this close to a release...
