Follow-up Comment #15:
I've added support for the NSUseRunningCopy user default as suggested by
David.
That makes the behavior (I think) the same as MacOS-X, with renaming to use
another port (and thus permitting duplicate copies) the standard behavior,
but activation of the existing copy (and termination of the new copy) the
behavior when the new default is turned on.
I'm marking the bug as closed/fixed since the original report was incorrect
(in the sense that the requested behavior is neither MacOS-X/OPENSTEP
compatible nor generally agreed to be superior to the MacOS-X/OPENSTEP
behavior) and I beleive all issues are now resolved.
