[bug #17717] Use "open panel" twice make it unusable

Follow-up Comment #25, bug #17717 (project gnustep):

I want only to add that closing and re-opening the Inspector window makes it
to work again; (the window is not released; it gets only a -close: and then a
-display). Hope that this help...
