Details:

If you add a palette in the preferences, the palette is loaded
but the top level views (objects, images, sounds, etc) aren't registered for
the palettes IBResourceManager -resourcePasteboardTypes for existing
documents.

reproducable with the GDL2Palette and DBModeler with the following steps..

open gorm (without the palette loaded)
document->new  (Untitled-1)
load the gdl2 palette into gorm 
document->new  (Untitled-2)

create a model,
add an entity, and set adaptor info, and save to provide adequate
information for a drag/drop operation...

drop an entity from the outline view in DBModeler onto Untitled-1
the operation will not be allowed and float back to the place it was dragged
from,

drop an entity on Untitled-2 and it succeeds.
