BUG: Can't determine 16-bit int on windows

Subject: BUG: Can't determine 16-bit int on windows

I am using cygwin and when I try to configure the base package, it says that it couldn't determine the type for 16 bit integer.  Please help.  Included is the auto-tarzipped logs that I got when I built using GNUstep Startup.
