Follow-up Comment #1:

Thanks ... I tyracked it down and fixed it in svn.
The tool tip code was being confused by the fact that the dock icons are
adjacent to each other, and sometimes the event for exiting one was arriving
immediately after the event for entering the next one rather than immediately
before it.
