[bug #26428] Base refuses to install, doesn't recognize GNUSTEP_MAKEFILES

compiling!. Schluss.

Note the use of 'sudo' ... I expect the error message is entirely correct,
and the environment variable is not set in the environment you are using.  The
check you did to see if it is set did not use 'sudo', so is not a valid test.
