Follow-up Comment #1, bug #27092 (project gnustep):
Taking as a reference the "thematic" application I notice the following:
the menu starts on top. Opening or creating a new theme makes the new window
appear, but the menu stays on top until you click on the window, at this point
it moves in. Sometimes it does that with artefacts.
When the inspector gets shown, which is a further app. window, the menu can
migrate to the secondary window even if the main window is still there and
visible but is not key anymore.
