Details:

If I build SystemPreferences and use the Modifier Keys panel to set my 1st
(and 2nd) Command Keys to Control_L (and Control_R) this doesn't seem to be
honored -- at least not by the menus.  

This is tested directly within SystemPreferences (and others), and included a
relaunch.

I've also tried remapping the Control keys (so they aren't conflicting) but 
it still only honors the WindowsLogoKey as the command key.  (eg only
Windows-Q will quit)
