Completed implementation of [NSFileManager -isExecutableFileAtPath]

Hi, I completed the implementation of [NSFileManager -isExecutableFileAtPath:] for windows. 

Please, let me know if the patch is fine or I did not understand something, this part is confusing for me:

Use the diff (diff -u) program to do this. Then add a ChangeLog entry in front of this and send the whole thing to bug-gnustep@gnu.org.
