Details:

I'm unable to build the documentation. "make install" in Documentation fails

for gui:
Making install for textdoc INSTALL...
 Creating
/usr/GNUstep/System/Library/Documentation/Developer/Gui/ReleaseNotes/0 
.19.0...
/usr/bin/install: cannot stat `INSTALL': No such file or directory
make[1]: *** [internal-textdoc-install_] Error 1


and for base:
Making install for doc ReleaseNotes...
 Installing doc ReleaseNotes...
Making install for textdoc INSTALL...
 Creating
/usr/GNUstep/System/Library/Documentation/Developer/Base/ReleaseNotes/1.21.1...
