Follow-up Comment #4, bug #28646 (project gnustep):

holding (for me) right-alt and shift while dragging.
The problem is just that this is
a) not obvious
b) depending on your keyboard may or may not work
(when writing the bug report I was using my Mac laptop which has just a single
alt key and that was captured by the window manager).
